License fee collection was suspended during the declared state of emergency (ER 2020-07), and collection resumes immediately after the declaration expires.
Minneapolis Business Licensing & Consumer Services will now generate and distribute invoices for previously uncollected fees by November 30, with payments due by December 30. Late fees will be charged for payments received after December 30. (ER 2020-05).
State law requires the payment of 2020 fees. Approved American Rescue Plan Act (ARPA) funding would provide a grant for business license fees owed for the 2021 license year. Additional details on 2021 license fee relief pending.

Temporary Outdoor Expansions
During the 2020 and 2021 license years, the City of Minneapolis loosened Zoning and Business License regulations that created a pathway for bars and restaurants to operate in outdoor spaces with a no-cost long-term temporary expansion permit. The City is currently evaluating possibilities for future outdoor dining expansion permits. This survey will help us design what that might look like.

3rd Party Delivery Fee Cap Ordinance
On December 21, 2020 the City of Minneapolis put in place an emergency regulation capping the food service delivery fees that 3rd party food delivery platforms may charge to restaurants. The City is considering an ordinance to make this policy permanent.
This survey is an opportunity for restaurant owners or managers to share their experience with the food service delivery fee cap and feedback to be considered for a future ordinance.

Although we don’t believe doing a full-blown crawl is possible this year, we still want to recognize Longfellow Artists and bring the community together as safely as possible after a very challenging 16 plus months.
